After a 10-year collaborative effort by researchers, policy makers, and fieldworkers in Israel, the national regulatory systems for long-term and residential care institutions have been transformed. Use of the RAF Method for Regulation, Assessment, Follow-up and Continuous Improvement of Quality of Care has led to a dramatic improvement in the quality of care in these institutions.
