The article tries to show how petitions are to be fitted into the overall framework of constitutional and administrative legislation. Detailed attention is paid to the legal prerequisites and special features of applications made to administrative authorities. The consequences are pointed out that may arise in daily administrative practice, in particular in Public Health Offices.
