This article shows the results of a study which analyzed healthcare actions carried out by Family Health Teams. It is a qualitative research carried out in Belo Horizonte and Contagem, state of Minas Gerais. The subjects were 28 members of the Family Health Team. Data were collected through interviews. The results show a tendency to work a concept of health promotion, associated to disease prevention activities. Permanent education is very elementary is at a very early stage in the health services. We conclude that the activities carried out with a focus on inter-sectoral work are limited, compromising the consolidation of the merely technical healthcare model, which is based on health promotion. It can be seen, based on analysis of the practice of the teams, that there is little incentive to the empowerment of the subjects.
