Planning and budgeting in the crippled children's sector through goal programming. 1981

This article describes how the goal programming methodology was applied to a state level Crippled Children's Program. The various organizational goals are incorporated into the programming model to indicate the trade-offs associated with the resource allocation process. Alternative allocations are presented in terms of a "what if" approach to programming.
