In 1896 the so-called "Department X" of the "Association for Public Welfare" was founded and turned to be the first organisation of the "fight against consumption" in the town of Halle. Under the guidance of PUTTER and REINEBOTH a first dispensary for tuberculous patients was established and became the prototype of similar institutions in Germany and other countries.
